CASH REBATE & CASH REFUND PORTUGAL
Through the Tourism and Cinema Support Fund, Portugal has created one of the most competitive financial incentive systems in Europe – the Film Shooting and Production Incentive, also known Cash Rebate & Cash Refund.
CASH REBATE
Applies to Cinema, Audiovisual and VOD Productions: Domestic, foreign (executive/services) and co-productions;
Requires a minimum expenditure in Portugal: €500,000.00 for fiction or animation projects and €200,000.00 for documentary or post-production projects;
Support rate of 25%, which may be increased to 30%, on the eligible expenditure; If the eligible expense are incurred in low-density territories or are related to salaries of disabled crew, then a rate of 40% can be applied;
The percentage is determined by a “Cultural Test”, which is attached as an annex to Ordinance 124-A/2024/1 of 28 March, focusing on the characteristics of the project;
On the date of submission of the application for admission to the Incentive, the applicant must prove that he has confirmed financing covering at least 50% of the eligible expenditure planned, not including the fund provided for in this Incentive.
Advance payments in instalments;
Two application phases per year;
Support of up to €1,500,000;
2024 financing: up to €14,000,000;
Mention of the Cash Rebate in the work’s credits is required.
CASH REFUND
Requires a minimum qualified Portuguese production expenses of €2.5M per project;
30% of eligible expenditure on the first €2M and up to a maximum of 25% of the excess of the amount unless the expenses are incurred in low density territories, autonomous regions, in which case a rate of 30% shall apply;
ATL expenses are eligible but can only represent up to 35% of the total eligible expenses amount;
On the date of submission of the application for admission to the Incentive, the applicant must prove that he has confirmed financing covering at least 50% of the eligible expenditure planned, not including the fund provided for in this Incentive;
The maximum amount of support per project is (euro) €6M per project.
